Junior Coaching Program

The Junior Coaching Program (JCP) which took effect as of 1 July 2006, applies to all current and potential juniors aged between 7 and under 16 (7-u16) who wish to obtain or renew a competition licence.

Details of the JCP are located in the new “Kick Start – Getting Started In Junior Motorcycle Sport” booklet <insert link>.

New Junior competition licence applicants (after 1 July 2006)

As of 1 July 2006 all first-time junior riders wishing to take out a competition licence (including a One Event Licence) must first undertake a minimum of 5 hours motorcycle coaching - which will include a practical riding test / assessment and a multiple choice theory test.

Successful completion of these 2 tests will form the riders competency to obtain a junior competition licence.

'Kick Start' Practical Riding Test

The Practical Riding Test is made up of 12 modules that a new junior rider must complete (and have signed off by a coach).

A rider can take as much time as they need to complete the required coaching modules and they may even do it over a number of days or weeks and have different coaches, but it must be a minimum of 5 hours.

Where coaches are conducting the 'Kick Start' Coaching Program, only unlicenced junior riders seeking competency can attend. Currently licenced junior riders seeking 5 hours coaching to enable them to renew thier licence, must complete these hours as part of a seperate coaching session.

The completed Practical Riding Test must be returned to Motorcycling Queensland with the licence application.

'Kick Start' Multiple choice Theory Test

The multiple choice Theory Test is made up of 25 questions on the basic rules and regulations of motorcycle sport.

The answers to all 25 questions are located within the "Kick Start - Getting Started In Junior Motorcycle Sport" booklet.

The completed Multiple choice Theory Test must be returned to Motorcycling Queensland with the licence application.

Who can conduct Kick Start assessments

The Kick Start assessment must be completed with a minimum 'Club', Level 1 or Level 2 licenced coach.

Until 31 December 2006 only, a minimum Level 2 Clerk of Course or Steward may also conduct the Kick Start assessment.

Cost to attend a Kick Start assessment

Coaches conducting the Kick Start Practical & Theory assessments must not charge more than $30 per rider.

There is no set fee however for coaches who are coducting coaching for current juniors needing to complete their 5 hours to enable them to renew their licence (see next point).

Who can conduct 5 hours coaching for junior licence renewals

Riders wishing to undertake the necessary 5 hours to renew their competition licence or step-up to a 125cc 2 stroke or 250cc 4 stroke must complete these coaching hours with an accredited Level 1 or 2 licenced motorcycle sport coach.

These hours must be completed under a Motorcycling Queensland coaching permit, and riders should ensure that hours completed are noted in their Log Book.

Motorcycling Queensland will conduct 'spot checks' to ensure that hours signed off in the Log Book are part of a permitted coaching day. Where hours have been signed off that are not part of a permitted coaching day, penalties will apply to both the rider and the person / coach signing the Log Book.

Renewing a Junior competition licence (as of 1 January 2007)

A junior rider who obtained their competition licence before 1 July 2006 and who wishes to renew their licence at any time after 1 January 2007 must undertake 5 hours of coaching by an accredited coach each year until they reach the age of 16.

Proof of these coaching hours must be maintained in the licence holders Junior Coaching Program - Competitor Log Book, and must be submitted to Motorcycling Queensland with their licence renewal.

Junior Coaching Program - Competitor Log Book

On completion of all competency requirements, the junior competition licence applicant will be forwarded a Junior Coaching Program - Competitor Log Book with their licence.

The aim of the Log Book is to improve safety for all junior competitors by having them maintain an up-to-date record of:

*The minimum 5 hours that must be undertaken each year until the rider turns senior (16 years of age);

*Penalties imposed on the rider at events - must be signed by both the Clerk of Course and Steward;

*Medical attention recieved.

From 1 July 2006 junior riders must present their Log Book along with their competition licence at all race meetings and coaching days.

Log Books can only be issued by State Controlling Bodies (SCB's).

125cc 2 stroke & 250cc 4 stroke Endorsement

From 1 July 2006 the conditions for a junior (current and new) to obtain endorsement to race 125cc 2 stroke and 250cc 4 stroke are:

*5 hours coaching on a 125cc 2 stroke machine.

*5 hours coaching on a 250cc 4 stroke machine.

*The coaching for either 125cc 2 stroke or 250cc 4 stroke can be undertakne 3 months prior to the riders birthday which allows them to compete on either machine.

*A rider must receive 5 hours coaching on both machines if they are seeking endorsement for both.

*The required 5 hours coaching for 125cc 2 stroke and 250cc 4 stroke will cuont toward the 5 hours coaching needed each year.

Riders who have previously (prior to 1 July 2006) competed in events on either a 125cc 2 stroke or 250cc 4 stroke or both, and wish to continue competing on these machines, must complete the Junior 125cc /250cc Declaration Form and return this form to Motorcycling Queensland so that this endorsement can be added to the licencing database.

Come & Try Days

Clubs may conduct up to a maximum of 4 Come & Try Days annually.

A permit for a Come & Try Day will be issued to the promoting Club at no charge.

The 'Kick Start' Getting Started In Junior Motorcycle Sport booklet can be handed to riders on the day, and the practical riding and theory assessments can be completed at this time.

There is no licence fee for a rider to particpate Come & Try Days are for potential new licence holders only, currently licenced riders may not participate.

One Event (Competition) Licences - (Club & Interclub events)

Junior participants wanting to participate in a meeting by taking out a One Meeting (competition) Licence after 1 July 2006, must have complied with the 'Kick Start' - Practical Riding Test and the 'Kick Start' - multiple choice Theory Test and have been issued with a Log Book.

Any junior rider who has, at some point prior to 1 July 2006, been issued with a One Event Licence, who does not wish to apply for an annual junior competition licence can make applicaiton to Motorcycling Queensland on the Log Book Application form to be issued with a Log Book to enable them to compete on a periodical basis at Club Days, etc.

If successful a Log Book will be issued with a 'date issued' stamp on the inside of the Log Book. The rider must then undertake to complete 5 hours of coaching within the subsequent 12 months to enable him / her to continue to be with One Event Licences beyond the initial 12 month period.

Nipper and Junior Recreational Licences

First time Nipper and Junior Recreational licence applicants do not need to have completed the Kick Start junior coaching program. They are however required to complete the 'old' Rider Competencey Assessment.

Current Nipper and Junior Recreational Licence holders wishing to upgrade to a junior competition licence must first complete the 'Kick Start' - Practical Riding Test and the 'Kick Start' - multiple choice Theory Test assessments and be issued with an updated licence and a Log Book.
